2210. On June 24 the Department, through an aide-mémoire to the Brazilian Embassy,53 invited the Brazilian Government to participate in informal exploratory talks on post-war civil aviation. To date no reply has been received.
[Page 509]Anything that you can discreetly and informally do to expedite acceptance of this invitation and the commencement of the talks at an early date will be helpful.54
