2798. Your 4524, November 27, 5 p.m. Question of extending terms of reference of War Crimes Commission to include German war crimes in Italy, was raised by British with this Government last spring. We concurred in their proposal, and in suggestion that it be discussed by Advisory Council for Italy but we have not ourselves taken any other action.
Pell, American representative on War Crimes Commission, London, is being instructed to forward minutes of meetings and other pertinent documents direct to Moscow if copies are available.
