The Secretary of State to the British Ambassador (Halifax)
The Secretary of State presents his compliments to His Excellency the British Ambassador and has the honor to acknowledge the receipt of his note no. 628 of October 13, 1944 (Ref. 150/27/44) in which it is stated that Sir Noel Charles laid the problem of German war crimes against Italians before the Advisory Council for Italy on October 6, 1944.
The Department had in fact been informed to this effect by Mr. Kirk who stated that the other representatives on the Council had been invited by Sir Noel Charles to ascertain the views of their governments so that the matter of war crimes both against and by Italians could be discussed by the Council at its meeting on October 20, 1944. As stated in the Department’s memoranda of October 17, 1944, Mr. Kirk has been informed that the Department and the War and Navy Departments concur in the suggestions put forward in the British Embassy’s aide-mémoires of October 3, 1944.
