Sir: With reference to your telegram no. 2492 of March 27, 8 p.m., you are informed that in reply to his despatch no. 538 of March 1, 194416 transmitting a copy of a proposed study program for the disarmament of Germany drawn up by the Inter-Allied Armistice Study Commission,17 the Officer in charge of the American Mission near the Government of Poland is being instructed18 to thank the Luxembourg Foreign Minister for making this material available, and to tell him that this Government is appreciative of the intention of the Inter-Allied Armistice Study Commission to conduct research along these lines. Mr. Schoenfeld is being further instructed to inform M. Bech that if the Inter-Allied Committee of Foreign Ministers would care to submit its proposed disarmament study to you when completed, you will be glad to see that it is made available to the European Advisory Commission for the consideration of the latter in the work which it is doing in the drafting of recommendations concerning surrender terms and attendant machinery for control in the case of Germany. In this connection, you are referred to the Department’s telegrams no. 747 of January 29, 9 p.m. and no. 1755 of March 8, 7 p.m.19

In his despatch no. 123 of February 7, 1944,20 Mr. Schoenfeld also transmitted for the Department’s information a report20 on “Armistice and Peace Terms and Relations with the Enemy after the War” prepared by a Committee of the Netherlands Study Group for Reconstruction Problems. Mr. Schoenfeld is being instructed to make this and other similar reports prepared by the Netherlands Study Group available to the European Advisory Commission for its consideration.
