Censorship of publicity media to which you refer in your No. 6007, 29 July, midnight, is the responsibility of the Public Relations Division of SHAEF and is therefore not within the scope of the Combined Censorship Committee which deals with the control of civilian communications transmitted by post, telegraph, travelers and other means.

Inasmuch as No. 4 of the proposed agreement regarding civil administration, finance and other matters does not include arrangements for the control of civilian communications transmitted by post, telegraph, [Page 1522] travelers, etc., the Combined Censorship Committee desire to proceed with the negotiation of a separate censorship agreement as outlined in my 5944 of 27 July 5 p.m. May I have your approval?46 [Phillips.]

  1. In telegram 6084, August 2, 1944, 3 p.m., to London, the Department indicated that there was no objection “to the Combined Censorship Committee proceeding with the negotiation of a separate censorship agreement upon the conditions set forth” in the telegram referred to (740.0011 EW/7–2744).
