14. Referring to cable May 1935 and despatch May 22 from Cairo.36 Should Department discuss with Ohliger problem of defense and denial operations at Dhahran, sight should not be lost of desirability of utilizing American military forces if needed and practicable and of protecting insofar as possible oil concession rights and oil company personnel by inducting active American participants into United States Army and by giving timely notice to Saudi Government through this Legation of Army’s intentions.
