The Minister in Iran (Dreyfus) to the Secretary of State

72. Reference Department’s 42, February 23.63 There follows a paraphrase of a note just received from Prime Minister:

Iranian Government states it is unaware of the nature of transactions and Lend-Lease agreements between United States and British and Russian Governments, no mention thereof having been made in the Soviet-British-Iranian Treaty and no connection therewith anticipated. Nevertheless in view of the happy relations existing between Iran and United States the Iranian Government agrees with pleasure that if there are questions the settlement of which are necessary or useful for mutual interests they should in order to safeguard Iranian and American interests be brought up and considered between representatives of the four Governments in connection with the supplementary treaties which will soon be concluded.
