Reference second paragraph Department’s 216, March 25, 11 p.m.19a The Chinese Minister for Foreign Affairs has requested that his letter of March 21 to the Secretary of the Treasury be amended to include a phrase to the effect that the channel through which the Chinese Government would keep the Secretary of the Treasury informed would be the Chinese Minister of Finance.
