2087. Michael Devenis, a naturalized American citizen, born in Lithuania, to whom the Department authorized the Legation at Kaunas in July, 1940 to issue an American passport, was refused permission by the Soviet authorities prior to the outbreak of German-Soviet hostilities to leave Lithuania on the grounds that he was a former Lithuanian citizen who had acquired Soviet nationality. He was arrested in 1940 for reasons unknown to the Embassy at Moscow or to the Department. Last known address: Lukishki prison, Vilna.

Please endeavor to ascertain information regarding his welfare and whereabouts and regarding possibility of his release and repatriation to the United States. His wife and three children are in this country.
