114. My telegram No. 113, May 8, 9 p.m. I am informed by members of the Telephone Company that a representative of the Minister [Page 885] of Finance is now proceeding to Paris to resume discussions with Morgans in an effort to obtain a loan89 from that bank for the Spanish Government. Under the circumstances the Department may consider it advisable to notify the Embassy in Paris of the inconclusive results so far obtained with regard to the final settlement of the Telephone Company case.
