I do not agree with this estimate of the situation.40 There is, of course, always danger of some internal trouble in Liberia but the fact of possessing even two or three line mobile field pieces is going to keep a raiding enemy cruiser or submarine out of the roadstead. The cost can be made negligible by cutting red tape.
