1416. My 983, September 1, 1 p.m.24 The morning papers published a DNB25 announcement to the effect that ratifications of the Soviet-German Nonaggression Pact of August 2326 were exchanged yesterday in Berlin by State Secretary von Weizsäcker and the Soviet Ambassador Schkwarzev.27
