My 741, October 13, 5 p.m. I am informed in strict confidence that the Finnish representatives received their instructions at 3 a.m. this morning and that there will probably be a meeting at the Kremlin at 5 o’clock this afternoon. It was intimated that the instructions did [Page 973] not materially alter the status of the negotiations and that point 4 of the Soviet proposals as reported in my telegram under reference will constitute the principal difficulty.
