Your 1014, July 18, 11 a.m. The Department understands that the Chairman of the International Tin Committee has informed Todd and the American consumers that an extra meeting to reconsider the third quarter quota will not be possible. The Department is of the opinion that a critical situation in tin supplies and prices may develop before the September 24 meeting and that in any event that date is very late for a consideration of the fourth quarter quota.

You are authorized therefore within your discretion to suggest advancement of the date of the scheduled meeting to early in September, so that the Committee may be in a position at the earliest possible moment to take the necessary steps should the fears of consumers prove to be justified.
