173. We talked more than 2 hours this morning with Troyanovsky. He appears to realize the impossibility of obtaining a cash loan or an uncontrolled credit and seems for the moment mainly interested in ascertaining how purchases and other processes of credit transactions under the supervision of the bank would be conducted, and will talk with Peek. He said nothing to indicate character of instructions nor was there any discussion of details such as interest rates. The conversations will be continued Monday.45
