The Minister in China (Johnson) to the Secretary of State

381. 1. Following from American Consul General at Mukden.

“March 27, 9 a.m. The new Chinese Mayor of Mukden, appointed by Provincial Government, has invited consular corps and staffs to dinner at Yamato Hotel on March 29th. My British colleague has accepted while some others are undecided. Unless Legation disapproves my staff will accept. I am having another engagement. Request immediate instructions.”

2. Myers is being informed neither he nor members of consular staff should accept such invitation unless with the Department’s express approval. Please instruct Mukden direct.32
