361. Following from Reuter, Tokyo, March 21st:

“Acknowledging the Manchurian government’s note of March 12th but making no reference to the question of recognition, the Japanese Government today sent a communication through the Japanese Consul [Page 618] at Changchun welcoming the new state’s declared policy of the open door, equal opportunity and respect for existing treaties.”
