The Minister in China (Johnson) to the Secretary of State

Wellington Koo came to see me yesterday afternoon. He stated that Chinese had given up all hope of amicable settlement of local trouble between Chinese and Japanese. They were now determined to fight the Japanese although they realized that the Japanese would outlast them in economic power and in material. He said that they expected present struggle to be long drawn out and asked me whether there was any chance to obtain support financial or material from the Government or private sources. He said that this question was asked in his personal capacity (I am not sure as to what Koo’s official capacity is). I told Koo that I was not able to hold out hope for financial or material support from sources in the United States at this time because of business depression.
