Referring to my telegram No. 90, February 20, 6 p.m., paragraph 3, regarding protest by Senior Consul on February 20th against use by Japanese forces of International Settlement as a base or channel of military operations. This action by consular body was proposed by French Consul General as a result of my conversations with him under Department’s 22, February 13, 2 p.m.
