90. Your telegram No. 10, February 10, 11 a.m. My reply to Mayor’s letters of February 8th regarding responsibility of each side for damages was sent February 13th and British reply February 15th.

- At consular body meeting February 17th French Consul General proposed that in addition to individual replies Senior Consul should send a reply on behalf of consular body. This was acquiesced in and a reply was sent by me as Senior Consul February 18th.

- Following is text of letter dated February 20th sent by Senior
Consul to Japanese Consul General regarding landing of Japanese
forces in Settlement:
“With regard to the disembarkation of Japanese naval and military forces which has taken place in the International Settlement, I have the honor at the desire of my interested colleagues to protest against the use by those forces of the International Settlement as a base or channel of military operations unconnected with the defense of the Settlement.[”]
