106. Department’s 111, May 9 [8], 9 a.m. [5 p.m.] The Nicaragua-Honduras boundary protocol has been under discussion for some days in the Nicaraguan Congress. The opposition is active and strong in both political parties. President Moncada is in Masaya giving the matter his personal attention and I understand that he is still for approval.
Hanna
