6. Your Conference 13, November 24, 6 p.m., and 14, December 2, 1 p.m. The Department has received a letter dated November 30 from the Secretary of the Committee of the American Material Creditors of the Chinese Government,84 stating among other matters that “members of the Committee have been advised by their Peking representatives that the Chinese delegates will demand the exclusion of all material debts of the Ministry of Communications not only [Page 885] from payment from the proceeds of the increase in Customs revenues but even from payments from the proceeds of the bonds which are to be issued under the general plan for the consolidation of the unsecured debts of China which is under discussion.” The Department would appreciate receiving information in regard to the matters referred to above in order to enable it to reply to the Committee’s letter.
