4. Ambassador Rio telegraphs instructions being sent Brazilian Chargé to sign Procès Verbal and that Brazilian Minister in Lima is also being advised to this effect for information of Peruvian Government. Colombian Minister already authorized to sign. Please endeavor to have instructions sent Peruvian Ambassador so that Procès Verbal may be signed Saturday⁹ if possible.
