158. My August 6, 3 p.m. After a conversation with the Minister for Foreign Affairs I am authorized to inform the Department that [Page 494] a definite rejection of the proposed supervision is not intended. The intention is only provisionally to withhold acceptance of the Department’s suggestion.

Thurston
