46. The statement by Grew quoted in Mission’s 71 of December 7, 8 p.m., and that by Child quoted in Mission’s 96 of December 13, 9 a.m., are approved by the Department. There is no question in which the people of the United States have more immediate concern than that of minorities. The Department is glad to have you use all the influence you have to bring about a satisfactory settlement of the problem.

In reply to a note from the British Ambassador on this subject,35 I wrote him on December 1336 that you were instructed to urge adequate guarantees for the protection of minorities, and I added [Page 923] that I felt the adoption of a comprehensive relief plan, if possible, to meet the serious conditions that have arisen would be most helpful.
