The Chief of the Division of Near Eastern Affairs, Department of State (Dulles) to the Greek Chargé (Tsamados)

My Dear Mr. Tsamados: I beg to acknowledge the receipt of your letter of July 24, 1923, (No. 964) in which you refer to the possibility of floating a loan in connection with the financing of further relief work under guarantees to be given by Greece. You inquire concerning the granting of assent by the Government of the United States as contemplated in the financial agreement signed at Paris in February 1918 to the pledging of new security by Greece in connection with such a loan.

Permit me to assure you that this Government desires to see the exigency as to the work of relief in the Near East properly met and that the question raised in your letter has received and will continue to receive the most careful and sympathetic consideration.
