2636. My 2452, May 3, 7 p.m., 1(b). The Minister for Foreign Affairs tells me that Germany has agreed to discuss the export of Dutch gravel as an exchange basis for the import of German coal and iron. He also stated that he expects the final exchange of notes in Berlin today which will conclude the understanding in regard to the recent German demands.
