No. 26. Further referring to your No. 35, Legation 3362, May 14, 6 p.m.1 Five ships flying American flag aggregating over 30,000 tons dead weight have sailed for a French port with grain for Swiss use. This includes the two vessels mentioned in Department’s 1846, May 3, 6 p.m. All five ships have been sent forward under the convoy system described in Department 1846. In addition to these vessels the Norwegian steamer mentioned in our No. 241 is loading a cargo of foodstuffs, approximately 3,700 tons to be barley and the balance lard. Two other ships under the American flag have been allocated for Swiss use and question of most expedient method of dispatching them is now being worked out. You are authorized to make such use of the foregoing information as you see fit.
