Referring to four mentioned Swedish steamers we feel that all four of these boats should call at a United States port on the way to South America to carry either coal or general cargo at our option, then the balance of the program suggested by you would be approved. For your information there is a great shortage of tonnage from here to South America just now and we feel this is an important condition that they should agree to. This shortage is caused by removal of South American liners by Allied Governments for use in transatlantic service.
