The Minister of Honduras to the Secretary of State.

[Translation]

Mr. Secretary: It has come to the knowledge of the Government of Honduras that the Convention signed in this capital on the tenth day of January of the year one thousand nine hundred and eleven by his excellency the Secretary of State, Mr. Philander C. Knox, as Plenipotentiary of the Government of the United States, and Don Juan E. Paredes, as Plenipotentiary of the Government of Honduras, is pending in the Senate of this Republic for its ratification. In this connection I have received instructions from the Department of State of the Government of Honduras to apprize your excellency that the said Convention having been submitted to the National Congress for its ratification, by the Government over which General [Page 614] Don Miguel R. Dávila presided, was disapproved by Decree No. 20, issued on the thirty-first day of the month and year above stated, which I have the honor to transcribe to your excellency:

Decree No. 20. The National Congress, having before it the Convention signed in the city of Washington on the tenth of this month, by Señor Don Juan E. Paredes, as Plenipotentiary of Honduras and Mr. Philander C. Knox as Plenipotentiary of the United States of America, and in the exercise of the powers conferred upon it by Article 90, number 22, of the Political Constitution of the State—Decrees: Sole Article. The Convention under consideration is disapproved. Given in Tegucigalpa, in the Hall of Sessions, the thirty-first day of the month of January, one thousand nine hundred and eleven.
