The information requested in your November 28, 3 p.m., came from the Viceroy at Mukden, and the Foreign Office regards it as reliable. The representations were made to me at the same time as to the British, German and Japanese Ministers. The latter denied all knowledge of the matter and promised to telegraph his Government to use its good offices to remove the causes of complaint.
