Ruiz matter, your dispatch No. 37. You will draw on the Secretary of State $400 and pay Ruiz in full settlement of his claim. When you make the payment point out to the Foreign Office that there is no legal liability attaching to this Government in the matter, but in view of all the circumstances the payment is made as an act of grace.
