The American Minister to Honduras to the Secretary of State.

The following telegram received this morning by the Minister for Foreign Affairs from the Chargé d’Affaires of Honduras in Salvador and I have been requested to bring it to your attention:

I addressed a note to-day to the Foreign Office to the effect that my Government has received notice through various channels that Colonel Jacinto Velasquez, accompanied by other emigrados, is on the Salvadoran frontier enlisting men, organizing groups soldiers, purchasing elements of war, with the object of invading Honduras February first; that in Agua Blanca jurisdiction, Concepcion, [Page 1326] Oriente, there are groups ready to invade; that Ochoa Velásquez is at Jucuapa encouraging and sustaining emigrados in hope revolution against Honduras and in violation of article 16, treaty of peace and amity, subscribed Washington. I deem it expedient to indicate to your excellency that chiefs and leaders Honduras emigration resident this Republic are Generals Gutierrez, Valladares, Cariab, Zúñiga; Colonels Mejia, Ramírez, Bulner, Jacinto Velasquez, Sierra, Amaya, and Dr. Ochoa Velasquez. In accordance with instructions of my Government I denounce movement [of] chiefs and leaders indicated and, making use of right authorized by article cited, respectfully request Government of your excellency to order immediate concentration this capital.
