Panama, July 9, 1912.

Conduct of police¹ from statements so far received is so outrageous that I recommend request for suspension of Quijano, chief of police, and Ossa, inspector general, who apparently were not present during firing but who are responsible for present dangerous character of police.

The supervisory committee thinks it necessary for fair elections, in view of continued efforts of the authorities to intimidate voters, to request Government to order immediate [deposit] of all arms of police in police stations under guard of supervisors during election.
