The Secretary of State to the American Minister.

[Telegram.—Paraphrase.]

Members of the Unión Patriótica have sent the President a telegram translated as follows:

The undersigned directors and members of the Patriotic Union, assembled in a special meeting, hereby respectfully present to you our formal protest against the fraudulent and scandalous manner in which the recent elections were carried out, and we earnestly entreat you to have the next ones postponed long enough for us to present proofs to yon of the frauds and partialities committed in the elections held yesterday, so that we may request their annulment and that means may be adopted for the holding of a new election which shall record the real opinion of the people.

To which answer is being made on behalf of the President:

Complaint contained in your telegram, which has been referred to this Department for a reply, would seem to be a matter which might properly be laid before the supervision committee for its recommendation.
