[Telegram.—Paraphrase.]

The Department has received a telegram from Chiarí, to the following effect: “Constituted authorities, in league with largely increased body of policemen armed with rifles, terrorize citizens, put them in jail without any cause or trial, attack and even murder them. Personal liberty and security do not exist. Complaints to governor have no effect. American intervention should be extended to control police, otherwise public peace may be disturbed at any moment.” Department has replied: “The complaint contained in your telegram of yesterday would seem to be a matter proper to be laid before the supervision committee.”
