Sir: I have to acknowledge the receipt of your No. 74 of the 21st ultimo, in regard to the favorable impression made by Maj. Gen. George W. Davis, who attended the opening ceremonies of the Interoceanic Railway of Guatemala as special delegate from the United States.

The department is gratified at the success of Gen. Davis’s mission and deeply appreciates the many courtesies extended to him by President Cabrera and the officials of the Guatemalan Government.
