Sir: I have to acknowledge the receipt of your dispatch No. 1244, of the 28th ultimo, inclosing a printed copy and translation of an excerpt [Page 627] from the final act of dissolution of the Central American Arbitral Tribunal, dated San Salvador, February 8, 1907, and a copy and translation of an excerpt from a telegram sent by President Zelaya to Mr. Anderson, Costa Rican minister for foreign relations, dated the 18th ultimo, stating that he (President Zelaya) has the moral support of the President of the United States in making war upon Honduras.

On the 15th instant the department sent you the following telegram, which I now confirm:a

The same telegram was also sent, on the same date, to the American chargé d’affaires ad interim at Tegucigalpa.
