Mr. Secretary of State: I duly transmitted to my Government the resolution whereby the sympathy of the House of Representatives with [Page 683] the German nation, on account of the death of His Majesty Emperor Frederick III was expressed.
My telegram was laid before His Majesty the Emperor, who was deeply moved thereby, and who has instructed me to thank the House of Representatives, through the Government of the United States, for this manifestation of regard.
I have the honor most respectfully to beg you, Mr. Secretary of State, to convey the thanks of His Majesty the Emperor to the House of Representatives.
