Sir: Your despatch of October 12 (No. 22) has been received. I learn with much pleasure that you have assurances which, although informal, lead you to expect that a satisfactory course will be adopted by his Majesty’s [Page 385] government in regard to the exclusion of privateers from the ports of the Netherlands.
