The Ambassador in the United Kingdom (Winant) to the Secretary of State

8744. Comea 112. I have received from the Soviet delegation on the European Advisory Commission copy of a letter from the Greek [Page 455] Ambassador in London7 under date of October 12, addressed to the chairman of the EAC. Letter states that the Greek Government wishes to be represented on the Inter Allied Commission for the enforcement of the armistice terms upon Bulgaria, in view of its immediate interest, as a neighbor of Bulgaria, in the strict enforcement of the terms of armistice. I propose at the next meeting of the EAC to present to my colleagues a draft reply to the Greek Ambassador, acknowledging receipt of his letter, informing him that the question of representation on the Armistice Commission is outside the competency of the EAC, and stating that these delegates will inform their Governments of the request of the Greek Government.
