42. Your No. 20, December 2, 8 p.m.81 As of possible interest in connection with the proposal of the Haitian delegation for withdrawal [Page 774] of American control over Haitian finances through the designation of the National Bank of Haiti in place of the Financial Adviser-General Receiver, you are informed that the National City Bank has offered to sell the entire capital stock of the National Bank of Haiti to the Haitian Government at a figure understood to be in the neighborhood of two million dollars.
The Department is not informed as to the attitude of the Haitian Government toward the offer. The Financial Adviser-General Receiver has reported to the Legation that he would regard the acquisition of the Bank as not being in the interest of Haiti’s finances.
