120. The first meeting of the Mixed Commission composed of delegates of the opposition and delegates of the three political parties took place this afternoon. I commenced the proceedings with a brief address emphasizing again the salient features of President Roosevelt’s message to the Cuban people29 as made public on July 1st. The meeting was significant in that for the first time in 3 years constructive discussion between members of the opposition and of the Government’s adherents took place. A distinctly patriotic and satisfactory spirit was shown by both sides and agreement was reached on several important features of the constitutional reform as proposed. The next meeting of this Commission will be held tomorrow and every day subsequently under my chairmanship until a final agreement is reached.
