The American Consul at Nuevo Laredo having reported that insurrectionary forces have captured that city and are in full possession of all public buildings, I have the honor to request1 that you be good enough to issue telegraphic instructions to the appropriate customs officials to withhold shipments of arms or munitions of war consigned to points in Mexico via Laredo, Texas, whether or not they have already been excepted by the President from the prohibition of his proclamation of March 14, 1912, until I shall again communicate with you. The President is being informed of this request.
