The Secretary of State to certain Diplomatic Officers of the United States.1

This Department has given out the following statement to the press. You will communicate it to the Foreign Office so that Lind’s status may be known:
The statement of the Mexican Foreign Office was based on newspaper misrepresentations for which this Government is not responsible. In sending Governor [Page 820] Lind as adviser to the Embassy the President is entirely within his rights, and this Department will not assume that his going will be regarded as unfriendly when the character of his mission is understood.
