Sir: I enclose a copy of a memorandum on the Talambo question, so called, between Spain and Peru. * * * * * * * * * * * You will take occasion to refer to it in conversation with Mr. Drouyn de l’Huys, and to express a hope that the differences between the powers referred to on this point may be amicably adjusted, and that France will not counsel or suggest a course which might lead to any other result.
