As Department aware, I have repeatedly set forth to Chauvel (as well as in restricted sessions) our views on this and other questions concerning control, and Bonsal repeated them to Offroy this afternoon. [Page 1297] French will give us opportunity see paper before presenting it to Soviets. In view paragraph 7 US-UK note to French (Tosec 4902) I would appreciate Department’s instructions as to whether it desires I make further representations to Chauvel on this point, which is intimately tied up with policy US may adopt with regard to guaranteeing any agreement which may be reached.
