Secto 147. Repeated information London 137, Hong Kong 8, Moscow 52. In conversation with Thurston May 7 Trevelyan (UK delegate) stated that as result his observations last eight months as UK Chargé Peking and here at Geneva believes following represent “minimum present requirements” Peking regime re Korea and Indochina:

1.
Continuation status quo in Korea except for withdrawal UN and Chinese troops;
2.
Peking requires establishment small Communist buffer state in northern Indochina (a) because it would lose face if present Ho Chi Minh Embassy in Peking were closed; (b) for military protection its southern borders; and (c) to keep control of river system in Yunan-Indochinese border region on which the tin mining industry of Yunan depends for transportation.
