2385. BritEmb reports telegram from British Consul, Macao, stating newly arrived Chinese delegate intends take over all Japanese and German property, official and personal.

BritEmb has replied as follows subject to approval FonOff and US concurrence: British Consul should try persuade Chinese delegate treat enemy property Macao as treated Lisbon with responsibility shared by British and Chinese representatives; in Lisbon joint account for Japanese official funds held by US, British, Chinese Missions; German property taken over by US, British, French representing ACC⁶⁸ Germany, hence British Consul should take sole charge German property Macao if any; measures applicable only to official property; for private property list of assets should be prepared and assurance obtained that Portuguese authorities are applying decree law freezing Jap assets.
