The Ambassador in China (Hurley) to the Secretary of State

1284. Far Eastern and Pacific Sub-Commission of United Nations War Crimes Commission on August 3 approved recommendation concerning establishment in Japanese territory of an agency to investigate war crimes set forth in London Commission’s documents C. 30, June 13, 1944 and C. 122 of June 12, 1945 (page 467). This matter was mentioned in Department’s 805, May 28.82

Sub-Commission here on August 3 listed approximately 30 additional Japanese military war criminals.

I should appreciate an early reply to our telegram 1237, July 28, requesting views of Department on position to be taken by American delegate in event question of listing Japanese Emperor as war criminal is brought up in Sub-Commission.
